Fourth secretary of the treasury and diplomat. Jefferson tapped Gallatin to be his secretary of the treasury. In 1808 Gallatin sent Congress a bold proposal to spend $20 million on the construction of turnpikes and canals in every section of the country.
President Madison appointed Gallatin as American ambassador to France. The government of Louis XVIII rebuffed his repeated attempts to win compensation for losses to American shipping caused by the Napoleonic decrees.
