Agent sent by Confederacy to England to procure ships for the Confederate navy. Succeeded in having built two ships, the Florida and the Alabama, and bought another, the Fingal. His efforts opposed by US Ambassador Charles Francis Adams. Both Alabama and Florida effective in destroying and capturing Union-aligned vessels before being destroyed.
