Born in Pennsylvania, but adult resident of Syracuse, NY. Interest in canals led him to do an 1808 canal-feasibility survey of New York. Became closely associated with DeWitt Clinton, another canal promoter. Made engineer of Erie Canal project in 1817; saw it and other canals (e.g. Champlain Canal) through to completion.
